Real Estate Registration in Egypt & Its Importance in Protecting Property Ownership

Real Estate Registration in Egypt is essential in protecting property ownership. If you purchase a property such as an apartment, land, or a commercial unit, you have to register it at the Real Estate Registration and Authentication Office in order to guarantee its full ownership.


In May 2022, Egypt introduced the new real estate registration law no. 9 to facilitate the registration process of a citizen’s property or land. We conducted an interview with Counselor Samy Amin Nashed, Legal Consultant of RE/MAX Egypt, and Dr. Hady Fathy, Head of Valuation and Feasibility Study Department at RE/MAX Corporate Egypt , to discuss the benefits of the new real estate registration law.

Benefits of the New Real Estate Registration Law

Dr. Hady Fathy stated that the procedures for real estate registration were very complicated, and many people found difficulty in registering their properties. For that reason, Egypt introduced amendments to the law to put an end to all these complications and make the process as simple as possible.


Now with the new law, the payment of the real estate excise tax, which is imposed on the seller when he decides to sell his property, has been separated from the property registration procedures. In addition, the requirement to provide evidence of a property’s chain of custody has also been removed from the procedures as this case is not found in many properties.


Counselor Samy Nashed explained that the whole process of registering your property now takes a maximum period of 37 days of which 30 days are for registration and 7 days are for any complaints. This set time frame will help facilitate and accelerate the process.


According to the new law, each citizen can register his property at the real estate registration office if he has a legal contract proving the property ownership or a preliminary sales contract given that the property has been owned for 5 years or if it can be shown that the property has been occupied for a minimum of 15 years without any disputes.


Types of Registration Forms and Required Documents

Counselor Samy Nashed clarified that the Real Estate Registration and Authentication Office issued several forms for property registration depending on each property case, each form clarifies the documents required for each. The forms are as follows:


Steps for Real Estate Registration:

According to the New Real Estate Registration Law, a citizen can register his property through these steps:


1- Head to the Real Estate Registration and Authentication Office in which the property is located.
2- Purchase a form worth LE 100 and fill in the required data in the form.
3- Submit the documents required to register the property.
4- Submit the electronic Cadastral Survey (a cadastral survey defines the borders of a property) which costs LE 5.
5- Pay the registration fees.
6- Submit the form and fees to the data entry employee who will register your name, national number, and phone number.
7- The application takes 30 days from the date of submission.
8- After the 30 days, head to the Real Estate Registration and Authentication Office again to complete the remaining procedures and pay the real estate taxes in accordance to the new law.

Electronic Registration

For a more hassle free and less crowded option, you can also register your property online through the Real Estate Registration and Authentication Office’s website.


Steps for Electronic Registration:

1- Fill in the online application form and submit the required documents.
2- After rechecking and confirming your application, make sure to accept the terms and conditions.
3- The application is sent to the employee for screening and to check the validity of your documents.
4- Within 24 hours, you will receive a text message informing you if your application was accepted or rejected based on the validity of your submitted documents.
5- If your application is accepted you can head to the Real Estate Taxation Authority Office to submit the original documents and sign the application.

Real Estate Registration Fees

According to the New Real Estate Registration Law, real estate registration fees start from LE 500 to LE 3900, in addition to LE 100 for the application form.


The Registration Fees are Set Based on the Total Area of the Property:

• Units from 1 to 100 meters cost LE 500.
• Units from 100 to 200 meters cost LE 1000.
• Units from 200 to 300 meters cost LE 1500.
• Units of 300 meters cost LE 2000.
• Units of more than 300 meters cost LE 3900.
